87th General Assembly—Fiscal Session
STATE’S FIRST FISCAL SESSION UNDERWAY
On a beautiful snowy Monday, the first-ever Fiscal Session of the Arkansas General Assembly convened at noon on February 8. Governor Mike Beebe addressed a joint session of the House and Senate calling for a “short and sweet” session.
Monday’s deadline for filing Concurrent Resolutions passed with only a handful of filings that seek action on non-appropriation bills. These filings included:
SCR 2 by Sen. Randy Laverty, Representative Curren Everett and others to establish rules for a Joint Budget sub-committee.
SCR 3 by Sen. Mary Ann Salmon to amend the Scholarship Lottery Act to set scholarship sizes and require the lottery commission to withhold state income taxes from certain lottery winnings.
SCR 4 by Sen. Tracy Steele to require institutions of higher education to report tuition increases of 10 percent or more to the General Assembly.
HCR 1005 by Rep. Allen
Maxwell to grant county hospitals authority to pay members of their boards of
HCR 1006 by Rep. Robbie Wills to amend the Scholarship Lottery Act to set scholarship sizes and require the lottery commission to withhold state income taxes from certain lottery winnings. This bill was approved in committee yesterday and is on today’s House calendar.
The remaining concurrent resolutions addressed issues of session procedure including a recess on March 2 and sine die adjournment on March 9.
Because the State Chamber/AIA will have no position on any of the above filings, we suspect there will not be enough information generated to produce a daily report. Therefore we will plan to write when issues of interest arise and otherwise produce a weekly summary on Fridays during the Fiscal Session.
